The following terms related to cannabis/hemp herbal material cigarette and cigarette-like smoking products are being presented for consideration by the D37 for inclusion into D8270 through concurrent main/subcommittee ballot. This initial iteration of the proposed terms was developed in collaboration with a small group of stakeholders representing producers of cannabis/hemp herbal material smoking products, manufacturers of accessories and equipment used in their construction, and consumers. The intent of this concurrent main/subcommittee ballot is to solicit as much feedback as possible on the proposed terms from the committee as a whole. Feedback will be used to inform any changes or modifications, and to identify interested parties who would like to champion these terms through the ASTM process. The hope is that a stakeholder or group of stakeholders will come forward who have a vested interest in the cannabis/hemp herbal material cigarette and cigarette-like smoking products marketplace, whether as producers of these products or manufacturers of accessories or equipment used in their construction, to take ownership of these terms going forward. Cigarette-like, adj—in combustible (smokable) cannabis/hemp herbal material products, is any cannabis/hemp herbal material wrapped in any substance, other than cannabis/hemp herbal material which, because of its appearance or its packaging and labeling, is likely to be offered to, or purchased by, consumers as a cigarette. Discussion: The use of an adjective such as “marijuana” or “hemp” preceding the term provides clarification as to the type of cannabis/hemp herbal material based on regulatory classification. The term cigarette is being defined because it is used to describe a type of smokable cannabis/hemp herbal material product and is therefore market relevant.
