Rationale

Adding Section 9.1: Currently, the Apparatus section requires the use of a charge of spheres with a defined size and mass. The Procedure section provides requirements for the number of spheres to be used and the total mass of the charge. There is no requirement to determine the mass of the charge to be used, nor the frequency of any determination. The balloted item will require the standard user to determine the total mass of the charge and the number of spheres used each time the test is performed. The results are to be recorded and reported. Also, revising section 11.1.2 to add this information to the report.
