Rationale

Prior efforts to reapprove this standard included revisions to remove the word “fully” from the standard title and use and adding a definition for “adhered”. The negative votes received related to these revisions were unable to be resolved by prior task group chairs, primarily due to disagreement on the definition of the added word “adhered”. I am proposing to remove the words “fully” and “adhered” from the standard as I believe these changes make the standard more concise and eliminate the need for new definitions. This language is similar to the recently approved D8518 Standard Guide for Application of Hot-Applied Rubberized Asphalt Roofing and Waterproofing.
