Rationale

After a lengthy revision to this Test Method, there is still one revision needed, and that is for a better Precision and Bias Statement. As a result, an ILS will need to be initiated to collect the data to support the new statement. For right now, the Test Method will be revised to state that an ILS has been initiated, rather than that it will be in the future. Two years will likely be needed to complete the study, and once complete, the final P&B statement will be added to D5550. Since a major revision was just completed in 2023, only the statement entered as a placeholder for a complete P&B is being revised at this time. The Subcommittee respectfully asks for your affirmative vote on this minor revision.
