Rationale

This document was revised as part of the 5-year review process. This only ballot is for minor editorial updates to meet parts of speech (Section 3) and changes to sections 2.2, 2.3, 2.4 and 6.2.1 to be consistent with changes to Policy P-10. Once renewed, future changes will be made in subsequent balloting.
