Rationale

Revise 7.3 to change the specified time for raising the mold from 5 +/- 2 s to 5 +/- 1 s. There is general agreement within the subcommittee that a range of 3 to 7 seconds is too broad, and changing this to 4 to 6 seconds will improve the test method. Revise 7.4 and Note 8 to replace "specimen" with "concrete" where it describes the concrete after the mold has been raised. The concrete used in performing this test is not considered a "specimen" in the generally accepted meaning of the term.
