Rationale

The change based on recommendation from a past discussion and aligns the loading and test rate Test Method C1583/C1583M, where most adhesion testers used for this test method are designed to be used in the proposed load rate in this ballot. No other changes are being made within this ballot. Additionally, the mandatory Annex is modified to a non-mandatory Appendix since the test methods can be achieved with various devices as stated in Section A1.1.4 to be used, and this is just an example of such a devise. This is a re-ballot after addressing negatives and affirmative with comments.
