Companies hired to provide oversight for ELL testing do not know how to evaluate testing effectiveness or make sure that testing is properly carried out. ASTM D8265 requires voltage mapping and reporting of site response current but third-party reviewers without ELL expertise do not know how to interpret a voltage map or evaluate site response current. ELL tests are currently being carried out improperly, so this guide will help a layperson identify the important factors for a proper test. The ASTM D7909 guide for placement of blind leaks is sometimes used for this purpose, but that requires damaging the liner system in order to show that the test is working, which is costly and not always allowed. This guide would cover non destructive methods of evaluation.
