Rationale

The task group has decided to remove section 1.1.3 and all information associated with this section, since there are not any manufacturers performing the leakage test and there are no leakage values. The task group is also adding 50 Hz to table 1 and 2 and removing in-service testing from table 1. These are the only items on this ballot.
