Rationale

Revise definition of the term “operation.” During a previous ballot a negative was withdrawn upon a commitment to address the negative after approval of the work item. The negative requested several terms to be removed because they are very common terms and should not be defined in the standard. The terms were reviewed by subcommittee D37.02 during the September 2025 online meeting. The members agreed to retain the term “Operation” and remove the words, “licensed or permitted by an authority having jurisdiction.” This practice can be applied to licensed and unlicensed operations and some regions may not have licensing or permitting.
