Rationale

Prepare a revision to F3196 to address the emerging need to provide guidance to assist manufacturers and operators in understanding and using ASTM F38 standards as means of compliance for the FAA’s notice of proposed rulemaking regarding Normalization of UAS Beyond Visual Line of Sight Operations (NUBO), aka Part 108. The standard may also be usable as a means of compliance to the Canadian Lower Risk BVLOS regulations (SOR/2025-70). This revision also serves to reapprove the standard, in accordance with ASTM regulations and policies. Last revision was Oct 16, 2018.
