To provide a unified framework for specifying cannabinoids as intoxicating or non-intoxicating based on validated metrics. This standard aims to eliminate consumer confusion and assist regulators in establishing a consistent regulatory framework. It establishes a framework for categorizing cannabinoids based on their potential to induce intoxicating effects. The lack of standardization around what is an intoxicating cannabinoid creates inconsistent regulation across domestic and international jurisdictions while causing consumer confusion. This first of its kind intoxicating cannabinoid standard can unify a bifurcated system where identical cannabinoids receive different treatment based on source (e.g. natural from the Cannabis sativa L plant, laboratory created or otherwise). This standard will provide the foundation for future standards that could specify levels at which the average consumer may become intoxicated based on dosing and route of administration as this will provide a starting point for prioritizing which cannabinoids need future research. The standard also creates the foundation for future impairment metrics that can be utilized by regulators to promote consumer awareness and public health and safety through a Total Intoxicating Cannabinoid Concentration or TICC number. The TICC symbol and number can also serve to indicate the absence of intoxicating cannabinoids but the presence of cannabinoids. This standard currently focuses only on the inherent properties of cannabinoids and does not consider variables such as route of administration, serving size or dose, and potential tiers between non-intoxicating and intoxicating cannabinoids. The future inclusion of these factors is recommended and should be addressed conservatively, assuming intoxicating properties until proven otherwise. This standard serves as a reference for regulatory compliance, product labeling, and consumer awareness.
